She was trying to keep the roots from freezing, but usually plants that are subject to freezing temps die after the leaves have been frozen not the roots. lol Down here in the south we put sheets over our hibiscus when in doubt. ;)
Any kind of blanket or sheet. Once the frost touches the leaves it’s history. But any kind of cover will protect the leaves and the flowers from the frost. If we get another frost warning I will take some pics, it’s rather comical to see all the blankets covering the flowering vegetation.

Since it’s a OCN drama, we could reasonably assume that Kim Jin-Woo is a criminal. Or he’s “just” a stalker. He seems violent and reminds me of the killer in “The Girl Who Sees Smells” : he’s looking too good to be true.
