Are you talking about his predecessor? Because the current guy was military? I’m sure he hooked him when he was most desperate for revenge, just like he did the current guy. When they plan on dying during their revenge, they obviously have nothing to lose, especially when that opportunity has passed. The guy manipulating them has the upper hand by foreseeing the future, all it takes after that is giving them their revenge.
Don’t get me wrong, I’m not condoning it, just have seen many on that edge with nothing to lose.
I think the sketcher is the daughter of the Chief who also has similar abilities. Wondered if the guy singing on the sidewalk was possibly his son? Need more backstory on both.
